Guam’s Aging Services Network
Guam’s aging services are coordinated by the Division of Senior Citizens (DSC) within the Department of Public Health and Social Services (DPHSS). DSC serves as Guam’s State Office on Aging (GSOA) under the Older Americans Act, coordinating services for adults age 60 and older across the island. As a single-jurisdiction U.S. territory, Guam operates a centralized aging system with services delivered through 12 senior centers and a network of contracted providers.

DSC plans, coordinates, and implements programs for older adults under Title III of the Older Americans Act, including information & assistance, referrals, and outreach.

Provides protective services to elders age 60+ and adults with disabilities (18+) against abuse, neglect, and exploitation. Investigates reports in private residences and facilities operated by both public and private agencies.
